I think it's pretty clear we are all casual "pirates" (much as I hate that term). In much the same way we're all casual speeders, jaywalkers, loiterers. The problem is not the characterization of the masses as scofflaws, it's the extreme overreaction to this particular form of lawlessness and the vast power grab of the Cartel as it inflates a trivial offense into a fake international crisis.
